It isnt wrong. Its a rule of thumb and a method used worldwide.
Yes thenref can use his discretion but why should he have? You were wasting time all match.

It's not standard practice, each game is taken on it's merits. How many games have you watched with 2-3 mins added on at the end when there has been plenty incidents? I was truly stunned when the board went up for 5 minutes.
