He can have every penny in the world. But thats just it, it will be HIS money and not the clubs. If the club wants some, then its in form of a loan - or debt as it were. Its like having a credit card with a limit of a couple of million, you can pretend to be rich and spend wildly for a little while - but there comes a time when you cannot spend anymore and you have to sell everything you have to pay it back... And even then the value of what you have isnt enough to cover it.

A chairman is and should be the treasurer of the money the CLUB earns and decides how best to spend it in the interests of the club.... Not his own pockets.
