If the objective is development of the fan base, Wembley tickets would be distributed to the maximum number of genuine supporters - season ticket holders, away members, long distance supporters, occasionals, all types.

Benfica Football Club's Estadio do Luz (stadium) had a capacity of 65,647. That club reached over 200,000 members in 2009 (3x stadium capacity), a rise from 160,000 in 2006. Members-based club in Europe have average membership numbers of 2X stadium capacity.

The Cardiff City Stadium has a capacity of 26,828 and average attendances this season of c.22,000. Perhaps the Club should be reaching out to its entire fan base before yet another trip to Wembley. How many fans would pay £30, £40 or more per year for membership, particularly if it was at zero cost for season ticket holders and there were other concessions (e.g. on ticket prices).

Logic dictates that we must have a potential membership base of at least 50,000 club members. Personally, I would prefer to see as many of these as possible at Wembley and reduce the classification of fans which seems to occur every time we make our way there.
