Think events like these should have some kind of diplomatic passport where people officially involved and signed off by the events organisers are immune from whatever the current border policy of the host nation is, and the organisers FIFA in this case provide insurance against them overstaying and fund their removal if so. Hosting an event like this is a privilege and if they don’t agree to concessions, be it alcohol sales in Muslim countries, or allowing people involved from blacklisted countries in like the US then they shouldn’t be hosting it.
