Apologies if this has been already posted but I've just read Glen Williams piece on the embargo, the key information is that the FIFA ban supercedes the EFL and no players can be brought in, even to make up to the 23 that the EFL allow.
"Under EFL rules, clubs are afforded the leniency to "staff up" to 23 players, which, it was initially thought, the Bluebirds would be able to do. However, WalesOnline understands that the transfer embargo has been imposed by FIFA, which supersedes the EFL ban, which renders the prospect of bringing players in impossible".
Wez,
We will see as we are now going in to our 2nd week, let’s see all these new signings.

Can only wait, was told today that there's no such thing as two embargos as everything goes through the football association and then fifa and vice versa basically fifa or efl tell each other and the rules are applided . Fifa have told efl we've both paid an international transfer so Regulation 52.2.3 is in force with the efl.but we will wait and see .

The Glen Williams piece says that FIFA supercedes EFL so no new players can be brought in but there's so much conflicting info it's just not clear. I always thought that Nantes insistence on a 3 window ban was a very heavy punishment clause and as you say, other clubs seem to have traded through embargos. And the fact that we are freeing up squad space does suggest that something can be done or at least we are confident of something happening. It's all conjecture at the moment so I'll just wait to hopefully see positive action.
I may kidnap Cody Drameh tomorrow for us and see if Leeds and FIFA notice.
