Putin may have been elected but it’s the oligarchs who decide who remains/gets into power. Keep the oligarchs happy and you can rule however you like with little consequence.
Sanctioning RA, who has nothing to do with the Ukraine situation (apart from his companies allegedly helping make weapons for the Russian army), also puts pressure on Putin. The same way Netflix, Coca Cola, McDonald’s, etc refusing to do business in Russia does, it doesn’t directly affect Putin but puts pressure on him.
It’s a heavy handed approach but the intent is to turn the people that prop him up against him.
