Being called a 'Transfer Committee' is not really a detrimental term, is it?
I think the issue arises when said 'Committee' gives the impression only its Chairman has any real say/vote; then it might be called an 'Autocracy'

I can honestly say here and now that I did not take a scarf and (saddest of all) watched as other fought over them with some carrying several away; one of whom (and I've written it here before) told a father to "F**k off!" when challenged for taking one off a youngsters neck when he already had several of his own...
