I think you'll find that the Russian football team are representatives of Russia and as such, the Russian authorities have a duty to ensure their travelling/supporting fans conduct themselves in an acceptable manner when representing their country abroad
It's no different for any of the other 23 teams representing their own countries at the tournament

Obviously it will be as a last resort but it could happen if things continue as they did. The England fans involved were certainly culpable in many areas and were (sort of) lucky to be usurped by the ruthless Russian and French gangs
You stated the FA "have not control" over their fans but that simply isn't true and (in fairness) the FA have tried harder than most to control their fans in recent years
BUT, those fans are there (by hook or by crook) representing England as a football team and (by default) as a nation. Therefor, they come under the governance of the FA (who run Club England) and the English/UK authorities itself
England fans (thanks to a vocal and highly offensive minority) have brought a lot of this on themselves and some of the songs they have been heard singing are simply disgraceful in what is (in theory) a civilised society
You do seem to revel in this sort of thing and have often condoned/excused anti-social behaviour at football

I look at the bigger picture, far worse gets done everyday then anti social behaviour at football. A Muslim shot up a gay club in Florida last weekend killing 50 but hey the English are scum for singing offensive songs.

Florida is completely different (one single lunatic with an apparent grudge against the club and its clientelle) whilst no one has died from violence at the Euros...yet!
I'm not sure you do look at the bigger picture; otherwise you would understand that all that is happening in France has its roots in the actions of a section of England fans past and present
To simply dismiss it as "far worse gets done every day" means that it is not important enough to try and prevent it and that you have become complacent to the point at which the idiots can simply do what they want and it's okay
