You need to provide some facts and figures to back this up. There will always be waste in any big organisation but I haven't heard the Welsh tories complaining of lots of wasted money in the Welsh NHS. Unlike in England where they have wasted £billions......
"The Government’s reorganisation of the NHS was its biggest “mistake”, senior Conservatives have reportedly admitted.
Labour has pledged to repeal the “toxic” 2012 Health and Social Care Act, which saw a major restructuring of how the NHS is funded. Some claim the bill was designed to pave the way for private firms to take over much of the running of the health service or even its privatisation.
Experts said the reorganisation, which is estimated to have cost about £3bn, had caused “profound and intense” damage to the NHS with one saying former Health Secretary, Andrew Lansley, would be facing disciplinary action if he had been a doctor.
A senior Cabinet minister told The Times newspaper: “We’ve made three mistakes that I regret, the first being restructuring the NHS. The rest are minor.”

We live in a democratic country and the Conservatives have a mandate to govern as they see fit. If they mess up they will lose the next election.

Where are the quotes? I've produced quotes from tories saying they made big mistakes with their NHS reorganisation in England which blew £3 billion. Quite an admission don't you think? The tories in England also want to waste another £3 billion on refurbishing the Palace of Westminster. Awesome! Why don't you worry about that then? It smashes the waste by the WAG.

Yes, I do know what estimate means so just in the interest of fairness here is something else for you to consider. It backs up the same figure in the other report:
"NHS reforms will cost £3bn and will not work: academic
Reform of the NHS planned under the government's white paper will cost around £3bn without saving money or improving patient care, a leading academic has warned in the British Medical Journal."

The point is that Annis raised the subject of waste in the Welsh NHS but with no evidence to back it up. However, here we see neutral evidence of the waste in the English NHS as well as senior tories admitting to the mistakes made by their party and the terrible waste of money. As for the £3 billion to refurbish the Palace of Westminster....well what can we say about that?? These tories certainly know how to spend our money wisely don't they!!

Losing the argument is not the same as losing/wasting £3 billion (the words of senior tories, not mine and the words of medical academics).
Anyway you miss the point. What Alun Davies was talking about was the non stop barrage of attacks in parliament by the tories against the NHS in Wales. They had a massive national (UK) platform and used it to lambast the Labour run NHS in Wales. Effectively they made the Welsh NHS into a political football knowing full well that the lies which they trotted out (and most of the stuff were lies) would never get any national coverage when the Welsh Government rebuffed the unfair slurs, including the one about Offa's Dyke being the line between life and death. The Nuffield Report which looked into the NHS in the four countries of the UK said that there was not much to choose between them so the tories were cherry picking certain statistics to suit themselves.
At the end of the day we all know there are problems with the Welsh NHS but most of them are to do with the fact that it is underfunded as the London government is cutting our block grant in real terms by around 10% each year so how can they be expected to keep spending the same. It's a massive organisation and I'm sure there will be examples of waste but not on the scale of the £3billion wasted by the English NHS which you fail to comment about.
Let's have a look at things in a few years time when more of the English NHS will be privatised. At least Welsh Labour have said they will not be going down that road.
