Borat's humour derives itself from parody, satire, etc. What you laugh at is the awkwardness of someone waving something embarrassing in front of your nose, appearing to be racist, etc. when actually, the whole point is to make you think twice about it. If you are just laughing without thinking, you've missed the point. That is why Woody Allen and Mel Brooke's can get away with outrageous material.
