If I was ever to do this type of thing. I would use torrentz.me or torrentz.eu the same site, different servers.

It's like the Google of torrent sites. Will return most torrent sites that host what you're looking for. From there you can will find a site that will not be blocked by your ISP (just keep trying down the list).

Just go on to this page http://torrentproxies.com/ This will give you a list of different torrent sites with many different links to different proxies of that site so if one is blocked you will just have to check another at least one of them should work. I recommend KAT (kickass torrents) it is the one I have used for years
