Rugby's problem is only 6 countries really play it professionally:- UK, France, New Zealand, South Africa, Australia and Ireland whereas football is played worldwide.

The WRU make money the regions don't. The regions or foreign clubs will soon want a bigger slice of the international pie and will charge to release players, they are more powerful than there football counterparts.
