Incorrect.
It is a loan with a view to a permanent move. The decision now lies with the club and the loan fee will het deducted from the final fee/compensation. This is just how it is.

What final fee?
Ince is out of contract at the end of the season he can leave for nothing.
Blackpool wouldn't even been entitled to anything he came from liverpools academy, so why would swansea pay for a free player?

Im being serious. Ince is going to rejoin Liverpool on a free in the summer. Liverpool want him and if Ince holds out then he gets a signing on bonus from them instead of Blackpool getting a small transfer fee (due to Liverpool's cut involved of any sale). Ince gets a tidy £2m in his back pocket for holding out and Blackpool get nothing other than the loan fee Swansea City paid them for a loan until the summer.
Why would Liverpool sign Ince now when they can wait and nab him for next to nothing in the summer? Wait until the summer and instead of paying Blackpool £4m they pay Ince £2m like that. Its also better for Ince as he can get a bigger signing on fee as Liverpool will be more happy to pay it given that they don't have to pay Blackpool a penny.
Blackpool know its happening and thats why they want to loan him out now to try and get some money before he walks back to Liverpool in the summer. Why would he join Swansea on a permanent when he's free and Everton and Liverpool, both bigger clubs want him?
He's going to end up back at Liverpool. Its so obvious.![]()

Depending on when the perma signing takes place (still some time to run on contract) it will either be the remaining agreed fee, minus what has already been paid - or the cost of the compensation in which the loan fee will be considered.
