He'd need to reduce player wages to 60% of income which is a health amount for a sustainably run club, reportedly Craig Bellamy and Fraizer Campbell were earning that in the Championship so I'you're current top earner are earning in the region of £50-60,000 a week. He also can't really afford to spend as much money on transfers as he did this season, £10-15 million a season on average should be enough to improve the squad if you're able to spend the money in the right places.
