Looking at the second phase dates Manchester City on the 18th Jan will be the cut off

And looking at Blue post then the UTD allocation is even worse when they have 30,000 more seats but you only get an extra 260 tickets. Thought grounds have to make avaliable 10% of capacity for league games so instead of 3,080 shouldn't it be 7,700?
