How is moody responsible for the signings, he's not a scout agents offer players to clubs and the Manager/Director of football decide not an ex agent/interpreter

That's not true at all, in some cases players will be offered to clubs but that is usually when they are out of contract ans desperate to get a team to sign them.

Scouts search for talent that is currently part of a club at that time, very rarely do agents say do you want my player
