His influence may be little in real terms but Tan may actually believe he knows a lot about football and therefore ask for his opinion on footballing matters. If Tan didn't care or want his opinion he'd have offered more money to get rid of him and be done with it. He obviously values Sam in some aspect whether we like it or not.
