Naaah. I've watched enough "traffic" cops to know, that when they gets called to a serious incident like that, the armed police officer in the passenger seat has their weapon on them and ready to engage as soon as they pull up if need be don't start getting angry jonny, I'm just saying

2 shots were fired at the first suspect who ran at the police.
4 were then fired at the suspect running.
2 were then fired at him whilst down.

Would make sense with the torso being the biggest part of the body and packed full of vital organs, go for the biggest target. I'm guessing head shots would be quite difficult when its a moving target
