tbh I think the Swansea's there to make it simpler for Royal Mail as the Gower's closest delivery office is Swansea.

The Gower is as close to Swansea as physically possible without being a part of it.
Personally I don't count any wide spaces that don't have any real major population areas that are on the edge of cities as partt of that city anyways.

Regardless of my opinion I'm pretty sure that it is to do with delivery offices. Addresses passed the road name are more for Royal Mail so they can get them sent to the right sorting and delivery offices than they are for administrative purposes.
