self local governance with local assemblys voting on local issues given power to the people,not just power to mps who just vote normally against people's wishesin westminster ,they believe in referendums for major issues

So basically, a local council? Who is then paid by who? Because as far as I'm aware, there isn't enough money to pay the 22 councils in Wales, so they will be cut down to just 8. Speaking to a local independent councillor the last week, he's told me that councils will become more and more irrelevant with more and more services being sold off over the next few years. If this were to happen, would UKIP still press ahead with plans for self governance? Even though, most services will be privately run by 2020? (That's through out the UK also, not just Wales?)
Where will the money come from to fund these new Councils?
Will UKIP renationalise now privately owned local services?
