Have you seen written evidence that this bid has been accepted - in writing ?
If not then the o.p has as much chance as being right as you have.
It may have been verbally agreed, and these people DO go back on these agreements, we've had it happen to us more times than I care to remember.
Who knows whether it's £2m, £2,2m or £2.5m - one might include VAT, one might include agents fees.. add-ons etc..
It's not as simple as you seem to think - however I doubt you have experience of buying anything more than a packet of sweets![]()
By the way I've no idea where he's going and although I'd be happy to see him come here, I'd far far rather Ince. Redmond seems a good player , but inconsistent from reports I've heard. Likely to go to Everton if they are in for him anyway.
