Gut feeling is that if he was coming back it would’ve been sorted immediately like Trott.

According to Football.London Chelsea correspondent Bobby Vincent, the Blues are currently weighing up whether Kellyman should spend next season on loan abroad - the player's preferred option - or remain in England.
However, Vincent reports that a Championship move is still "a serious option" for the highly-rated attacker, with a number of second-tier clubs expected to present their plans to Chelsea.
While the Bluebirds are unlikely to be the only Championship club interested in Kellyman, Barry-Murphy and assistant Lee Riley boast an important connection that could prove valuable.
Both coaches worked closely with Chelsea co-sporting director Joe Shields during their time together in Manchester City's academy setup.
Shields is heavily involved in Chelsea's loan decisions for young players, giving Cardiff an established relationship with one of the key decision-makers.
Whether that ultimately proves decisive remains to be seen, but it is a connection few of Cardiff's Championship rivals are likely to possess.
Kellyman's stock has risen considerably over the past 12 months.

So, I’ve had a look at what you claim was said and it’s not quite right…
Omari Kellyman, when asked, said that he would be ‘open’ to a move abroad, but it seems Chelsea would prefer him to stay here and in the Championship
Several clubs are ‘likely’ to be interested in him, but Cardiff City is a destination that worked well last season for all concerned
So, basically, we have a decent chance of getting him back, and I’m happy with that; but I accept that maybe some others aren’t?

However this could actually be close to happening which is pleasantly surprising and hopefully we get it sorted pretty quickly

He wasn't very effective on the wing, did very well at 10 for a while but also was absent in games.
I wouldn't grumble if he came back, but Cozier Duberry as an example out-performed him and most of the rest of L1; I'd hope we'd be after him or even better, someone more ready for the top end of the Championship.
I wouldn't put him in a Harry Wilson (when on loan for us) or a 2nd half of season Phillogene bracket, myself. Not yet.
