Arsenal announce ~60,000 every game but there are times when as many as 15,000 are not actually in the ground. Happens at every game in every division.

I remember in the old days at Ninian Park in the bottom division it used to be the other way round. They would announce crowd of around 3,500 when there was at least 6,000 there
