its because they dont want to put any players at risk...
whichever countries aren't at war or blown to pieces by 2020 they can use then for the richer nations that still have adequate resources available

mate, i think uefa are a bunch of c***s as much as the next man, but do you REALLY want footballers in charge? they're probably the only group of people more incompetent than those currently running the show! its not as if having one of the greatest footballers ever in charge has helped uefa's cause...
