I've got this on the laptop, never used it but I'm assured its free. Don't have the web site but do a search and it'll turn up.

DVDVideoSoft Free Studio. It's supposed to be the best free thing available, not sure if it will capture live TV, it does from video cameras running through a laptop (no, not that kind of thing unfortunately). Ah I see JC has answered, he's the dog's on this kind of thing so go with his.
