Simple. VT lends the money to the club, CCFC spend it. Same as many many other clubs. bristol City, Forest both £50m owed to their owners (previous owners), Bolton over £100m.

the 'fair play' rules which will mean regardless of owner the relegated teams will have double the other clubs budgets from next season.
