One thing I hate is people who don't know the job they do and this officer clearly didnt know his job.
Minimum he needs is total retraining.

lol
maybe
i can see it now
'Idiots Guide To Policing'
Chapter 483
'How To Deal With Arrogant Law Students Who Have Broken The Law and Think They Can Get Away With It'

Thats just silly, if they pull someone over albeit in a car or on a bike they should firstly know the law or at least know how to deal with a suspect.

but he did
he tried to give him an on the spot fine
but the man refused to take any paperwork off the officer
stating that he could process the fine back at the station and post it to him
so then the police officer tried to take his details
which the man then refused to give his details
which leaves him one choice and thats to arrest him
now at this moment in time
the police officer has to figure out how to arrest him
call back up
where to hold him safely until a van or car arrives to take the man to the nearest station
while at the same time hes got a bloke asking him to quote the law for him
thats a lot of information to process

Police officer looked very uncertain on all information. If he was or felt he was right he should have arrested him.

Well maybe that is what you believe a professional and compitent officer looks like, I certainly don't.
I wouldn't even have him down the City stewarding
