If I break into comet tomorrow with a baseball bat and steal a laptop its an armed robbery.
but if theres a riot outside im a looter.
whats the difference?

its "robbery" if there someone on the premises and your "armed"
Its "burglary" if you break in and steal.
......Looting is "to steal during war or conflict", so just a term but still just as bad a crime!!
