It's open already, as QPR have bagged Danny Graham by all accounts.

This made me wonder as I didn't think teams could bid for players outside the transfer window
Looks like it opens 1st July

Deals can be arranged but not ratified until window opens, so graham if done will be a qpr player on 1st july
