Who is going to decide who the new manager?

I may be asking a bit of a stupid question here but can anybody shed some light on who is making this huge decision. I hope it's not Gethin Jenkins or else we'll end up with Warren Gatland in charge and while i respect the Malaysians i am concerned by their footballing knowledge. As has been mentioned before Sam Hammam has been advising the Malaysians on a number of matters, is this one of them? or is it Steve Borley? (seems to be the only person running the club with any kind of knowledge in this department).

He's only been in the job a year and I'm not sure he's done anything wrong. Can you name anything he's done to discredit him?
