Football League Rule 35 clearly states that;
When the winners of the trophies shall have been ascertained the trophy shall be handed over to the winning club.
Football League Rule 77.3 clearly states;
Where a matter is referred to the FA it shall be entitled to exercise all the powers set out in the FL rules and regulations in relation to the FL Club, it's Officials and players.So the question you have to ask is until the FA complete this IRC process have the winners of the Championship been ascertained.
Probably not so should the FL wait before making any formal presentation afterall its own rules says it should.
