It is 2-1 for promotion,which includes the play-off route.

The 4-1 would have been each-way 1-2-3 final positions,which would have been a quarter of 16-1.
But that has gone now with it being win only...this i think is where the confusion is.

why post 4/1 for promotion any route then.
