Except, IF QPR played a player who was ineligible, then they gained an advantage over the rest of the division. IF they fabricated the documentation, then it was an attempt to gain a competitive advantage over other teams int he division.

YOU cannot argue or determine IF Qpr would finish above us without the player.

So arguing "only a fine" is an utterly ridiculous argument.
