Development Centres/ Good Scouts

Why do you need development centres if you pay good scouts to watch local football?

too late in the evenin for me dayo but will respond tomorrow . too many sherberts !

i thought the scouts are suppoe to find local tallent and put them into the development centres to join the pyramid but what usually happens is they just put them straight into the academy which is unfair to the kids who have been in development centres for years and never having the chance so whats the point.
