Can anyone answer this points deduction?

It’s hard to make much sense of Nottingham Forest’s PSR points penalty. They spent £34.5m more than their limit and were deducted four points, but their breach was 77% higher than Everton’s, who got 10 points, reduced to six.

I presume it was because they were in discussions to sell Brennan Johnson to Spurs and the £45m they received came into their coffers only just after the cut off date.

Everton was over the 3 periods of psr hence the 2nd charge... forest only went over couple months before deadline but they knew this and still wanted more for Johnson.... Everton claim various reasons wasn't taken into consideration
when psr was applied new stadium was one that's why not happy..... having said that both clubs signed up for the psr so cannot complain just because got cought.
