L.12. A League Match shall not be postponed or abandoned except:
L.12.1. when on the date fixed for it to be played either the Home Club or the Visiting Club is competing in a competition permitted by Rules L.9.1, L.9.2,and L.9.3;
L.12.2. with the approval of or on the instructions of the officiating referee;
L.12.3. by order of the police;
L.12.4. by order of any other authority exercising its statutory powers to that effect; or
L.12.5. on the instructions of or with the prior written consent of the Board.
L.13. Where it is proposed to postpone a League Match pursuant to Rule L.12.4 on the grounds of safety, the appropriate Official of the Home Club shall:
L.13.1. complete and make available on request to the League all relevant risk assessment documentation; and
L.13.2. time permitting, consult with the officiating referee, the police and the chairman of the Club’s safety advisory group and ensure that the match delegate appointed to attend the League Match pursuant to Rule L.17 is fully briefed as to the reasons for the postponement.
L.14. Upon a League Match being postponed or abandoned in accordance with Rules
L.12.1, L.12.2, L.12.3, or L.12.4 the Home Club shall forthwith inform the Board, and the Board will thereupon exercise its power under Rule L.1.2 and fix a date and kick-off time of the re-arranged League Match.
Guıdance
Clubs are reminded of their obligation pursuant to Rule L.2 to use their best endeavours to ensure that all
League Matches take place on the date and at the kick-off time fixed for them. Pursuant to this, Clubs are
expected to do all they can to address any concerns raised by a statutory authority
I'm sure the EFL apply a very similar process and in my opinion it leaves Derby County deep in the smelly stuff.

Well it's clear that the proper authority was not informed prior to game, although sag did say they aproved postponement that certainly was not correct procedure! The damning thing is last paragraph make attempt to get game on? they did no such thing that's obvious as no one from club at ground was there?

I would love to get a copy of the risk assessment to back up the safety claim. That is if one was ever done.

Truth is derby did sweet fa to try and get game on as per guidelines so they are culpable! Their problem is no effort was made by themselves on morning of match to make stadium areas safe cannot blame snow as wasn't any from 4am and picture evidence is damning inthe extreme.as castle says they are fcked.
Council did their bit with gritting public rds, as all local amenities were open it appears pride park was only area effected by snow on Derbyshire.

Surely this just makes it harder for the EFL not to act, SAG supporting a club decision (eventually) that it cannot make to postpone a game they made no effort to ensure was played. Police play a blinder by stating that discussions were held in the days leading up to the game but it was a club decision. Which to me is now implying that Derby new full well they were postponing this game, using the weather as the perfect excuse, expecting SAG and Police to confirm which they haven’t. No wonder Rowett was all over me shop in is pre match conference, he’s been told game is off, it’s just not yet common knowledge.
