As manager, and who sees over day to day training sessions, he should of been pushing the CEO or chairman to offer a new contract, to say the manager has nothing to do with offering new contracts to players is very naive.

Money talks and if the price is rite mutch is off either by the club pointing him out in the direction of another club or himself after something new and bigger money, simple really and no other club or footballer is any diffrent
