If a decision was taken late (e.g. following an altercation between fans) then the decision MIGHT have been take "on the spot" by police and/or officials 'on-site'
The first 'local' stewards would have known, would be at the time they were ORDERED to close things down. They would not necessarily have been told WHY at that stage, but if it involved health and safety and/or potential public order issues, then the making of that decision would have been made pretty easy by those involved in any altercations (i.e. some of our fans) and would certainly have ruined it for the majority
I wasn't there, so I don't know what really went on or why the outlets were closed. The above is
just an example of why the authorities at the game could close down facilities swiftly and "without prior notice"
Also, regarding different people (inc. police in attendance) giving different reasons for the closure (as appears to have happened) just think of what you might do if you had a large number of drunk/angry people asking questions you didn't really know the answers to? Sometimes, any sensible-sounding response will do to calm the quizzer down...and it more often than not works!
